{"id":996,"date":"2023-04-03T15:18:27","date_gmt":"2023-04-03T15:18:27","guid":{"rendered":"https:\/\/www.sortlist.co.uk\/datahub\/reports\/ai-regulation-opinion\/"},"modified":"2024-02-28T15:07:07","modified_gmt":"2024-02-28T15:07:07","slug":"ai-regulation-opinion","status":"publish","type":"reports","link":"https:\/\/www.sortlist.co.uk\/datahub\/reports\/ai-regulation-opinion\/","title":{"rendered":"AI Regulation: 66% of the Public Want Regulation (42% Would Vote For You If You Did It)"},"content":{"rendered":"\n<div id=\"section-636a431247ccb\" class=\"gutenberg-block gutenberg--section\" style=\"background-image:url();\">\n        <div class=\"overlay\" style=\"background-color:\"><\/div> \n    <div class=\"gutenberg--section__wrapper wrapper\">\n        \n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">In this Marketing Report:<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"#section-636a431247d10\">66% of people support a hard stop on AI developments<\/a><\/li>\n\n\n\n<li><a href=\"#section-636a431247db5\">69% of people see recent AI developments as negative for society<\/a><\/li>\n\n\n\n<li><a href=\"#section-636a431247def\">Men are 2.17x more likely to vote against government-enforced AI regulation<\/a><\/li>\n\n\n\n<li><a href=\"#section-block_62e79f36c089b\">1 out of 4 people think of AI more positively after reading the open letter<\/a><\/li>\n\n\n\n<li><a href=\"#section-636a431247e96\">Conclusion<\/a><\/li>\n\n\n\n<li><a href=\"#section-methodology\">Methodology<\/a><\/li>\n<\/ul>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>On March 22nd, the Future of Life Institute, funded by the Musk Foundation, published the open letter<a href=\"https:\/\/futureoflife.org\/open-letter\/pause-giant-ai-experiments\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\"> Pause Giant AI Experiments<\/a><em> <\/em>calling on \u201c<strong>all AI labs to immediately pause for at least 6 months the training<\/strong> of AI systems more powerful than GPT-4.\u201d<\/p>\n\n\n\n<p>Citing an inherent risk to human civilization, the open letter has collected over <strong>50,000 signatures <\/strong>(April, 3rd), including those of high profiles such as Elon Musk, CEO of SpaceX, Tesla, and Twitter;, Steve Wozniak, co-founder of Apple; and Jeff Orlowski-Yang, director of the documentary \u2018The Social Dilemma.\u2019<\/p>\n\n\n\n<p>Despite to-be-expected <a href=\"https:\/\/www.theguardian.com\/technology\/2023\/mar\/31\/ai-research-pause-elon-musk-chatgpt?CMP=Share_AndroidApp_Other\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">pushback<\/a> against the letter, including signature validation concerns, some in fact related to AI being a risk <em>now <\/em>&#8211; such as Shiri Dori-Hacohen, who said: \u201cThere are non-existential risks that are really, really important, but don\u2019t receive the same kind of Hollywood-level attention.\u201d<\/p>\n\n\n\n<p>Google CEO Sundar Pichai, who leads Google\u2019s own Bard chatbot, even said there is \u201c<strong>merit to be concerned about it (AI safety and regulation)<\/strong>\u201d.<\/p>\n\n\n\n<p>This is clearly an idea with support in the industry. But this result does not seem to stray far from the general trend of men being more in favour of an AI-integrated society.<\/p>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/13291709\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><\/div>\n\n\n\n<p>For example, 21% of men see<a href=\"https:\/\/www.theosthinktank.co.uk\/in-the-news\/2022\/05\/24\/men-are-twice-as-likely-as-women-to-consider-an-ai-companion-in-the-future\" target=\"_blank\" rel=\"noreferrer noopener nofollow\"> human rights being extended to robots<\/a> compared to just 13% of women, and 28% of men are open to the idea of<a href=\"https:\/\/www.theosthinktank.co.uk\/in-the-news\/2022\/05\/24\/men-are-twice-as-likely-as-women-to-consider-an-ai-companion-in-the-future\" target=\"_blank\" rel=\"noreferrer noopener nofollow\"> having an artificially intelligent companion<\/a>, while only 13% of women would consider it.<\/p>\n\n\n\n<p>Contrary to the general public&#8217;s preference, the technology sector appears to be heading in a different direction, which may result in resistance from within the industry toward this abrupt change.<\/p>\n\n\n\n<div style=\"height:24px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/13303421\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><\/div>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n    <\/div>\n<\/div>\n\n\n<div id=\"section-636a431247db5\" class=\"gutenberg-block gutenberg--section\" style=\"background-color:rgb(251,250,249);\">\n        <div class=\"overlay\" style=\"background-color:\"><\/div> \n    <div class=\"gutenberg--section__wrapper wrapper\">\n        \n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading has-black-color has-text-color has-large-font-size\">69% of people see recent AI developments as negative for society<\/h2>\n\n\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n    <\/div>\n<\/div>\n\n\n<div id=\"section-636a431247dc3\" class=\"gutenberg-block gutenberg--section\" style=\"background-image:url();\">\n        <div class=\"overlay\" style=\"background-color:\"><\/div> \n    <div class=\"gutenberg--section__wrapper wrapper\">\n        \n\n<div style=\"height:0px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:33.33%\">\n<div style=\"height:61px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"has-medium-font-size\">With all the recent developments we\u2019ve seen with AI in the past 6 months, <strong>only 31% of the population feel like they have been a net positive for society<\/strong>. 34% have seen neither a positive nor negative; however, the majority, 36%, actually believe it has been a net negative.<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:66.66%\">\n<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/13290480\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><\/div>\n<\/div>\n<\/div>\n\n\n\n<p>However, there exists a <strong>generational divide<\/strong>. 36% of those aged 18-34 perceive a net positive and 34% a net negative from AI developments. Yet, for those aged 35 and above, the majority perceive a negative impact (37%), and only 28% view AI developments as positive or neutral.<\/p>\n\n\n\n<p>It is true that throughout all the advancements we have witnessed these past few months, there have also been instances of concern. For instance, a group of researchers managed to get<a href=\"https:\/\/www.vice.com\/en\/article\/jg5ew4\/gpt4-hired-unwitting-taskrabbit-worker\" target=\"_blank\" rel=\"noreferrer noopener nofollow\"> GPT-4 to trick and hire a human worker<\/a> to solve a CAPTCHA test by claiming it was a visually-impaired human.<\/p>\n\n\n\n<p>This begs the question: if a chatbot can (successfully) beat checks designed to prevent spam, hacking, and fraudulent use &#8211; what does that mean for our life online?<\/p>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div style=\"height:0px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n    <\/div>\n<\/div>\n\n\n<div id=\"section-636a431247def\" class=\"gutenberg-block gutenberg--section\" style=\"background-color:rgb(251,250,249);\">\n        <div class=\"overlay\" style=\"background-color:\"><\/div> \n    <div class=\"gutenberg--section__wrapper wrapper\">\n        \n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading has-black-color has-text-color has-large-font-size\">Men are 2.17x more likely to vote against government-enforced AI regulation<\/h2>\n\n\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n    <\/div>\n<\/div>\n\n\n<div id=\"section-636a431247dfd\" class=\"gutenberg-block gutenberg--section\" style=\"background-image:url();\">\n        <div class=\"overlay\" style=\"background-color:\"><\/div> \n    <div class=\"gutenberg--section__wrapper wrapper\">\n        \n\n<div style=\"height:0px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:33.33%\">\n<div style=\"height:51px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"has-medium-font-size\">Among the general population<strong>, 42% of people would be more likely to vote for a government that would enforce a pause on AI developments<\/strong> and impose strict regulation, as is suggested in the open letter. Combined with 33% of respondents who don\u2019t have an opinion either way &#8211; that\u2019s 75% of the population who see it as either positive or neutral.<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:66.66%\">\n<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/13290871\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><\/div>\n<\/div>\n<\/div>\n\n\n\n<p>Such popular support might be an indicator of attitudes to come as politicians look to tackle the broad issue of AI regulation.<\/p>\n\n\n\n<p>However, there are slight gender variations, as <strong>21% of women and 31% of men would be disinclined to vote for them<\/strong>.<\/p>\n\n\n\n<p>Among the younger generation of men (18-24) we can see even up to <strong>40% of them being more inclined to not vote<\/strong> for a government looking to enforce AI regulations.<\/p>\n\n\n\n<p>The target audience for political candidates looking to implement AI regulatory laws would be women above the age of 45 years old, with 83% of them either more inclined to vote for such laws or having no particular stance on the matter.<\/p>\n\n\n\n<p>Some governments have already started to take action. In Italy,<a href=\"https:\/\/www.bbc.com\/news\/technology-65139406\" target=\"_blank\" rel=\"noreferrer noopener nofollow\"> ChatGPT has been suspended<\/a> until further notice.\u00a0 The Italian Guarantor for the Protection of Personal Data, an autonomous regulatory body responsible for safeguarding user and consumer data, believes that <a href=\"\" target=\"_blank\" rel=\"noreferrer noopener\">ChatGPT<\/a><strong> is gathering user data unlawfully<\/strong>. It seems like his recent actions at Twitter haven\u2019t depreciated his image much.<\/p>\n\n\n\n<p>However, the majority of respondents <strong>(44%) feel like the <\/strong>l<strong>etter has neither changed their perception of AI<\/strong> to a more positive nor negative one.
